The Ottumwa Police Department is introducing automated speed enforcement to the streets of Ottumwa. Ottumwa is using the new technology as a tool to enforce posted speed limits with the goal of reducing the amount of speeding violations and increasing the safety of the community.
The City of Ottumwa has partnered with RedSpeed™ USA Corp. of Lombard, Illinois to equip the Police Department with a mobile enforcement vehicle equipped with speed monitoring cameras. The vehicle uses radar to measure the speed of every vehicle that passes the camera within the enforcement zone. If a passing vehicle exceeds the speed limit, the equipment photographs and documents the violation. After the violation is reviewed and approved by an Ottumwa Police Officer, a citation, including the violation photos and the vehicle’s speed, will be sent to the registered owner.

You must have your citation number and license plate number available to access images.. License plate must be entered exactly as it appears on the notice with no spaces between characters. There is an email support tab provided.
Mailing Address for Payments
Mail your check or money order (payable to the City of Ottumwa Photo Enforcement Program) in the return envelope provided. Be sure to include the payment stub from the bottom of the notice you received along with your payment. Please do not send cash.
To Contest a Citation
**Refer to City of Ottumwa municipal ordinance 23-9 Automated Traffic Enforcement**
Any vehicle owner who receives a Citation has the option to Contest the Violation by submitting an Administrative Hearing Request Form available from the City within 30 days of the date the Violation Notice was sent or by selecting the In-Person Hearing option on the initial Citation and returning it in the accompanying envelope.
Hearings will be held at the Law Enforcement Center 330 W. Second Street Ottumwa, IA 52501. Individuals will receive written confirmation of the Board’s decision within 10 days after the hearing.
Please make sure that the basis for your contest is one of the following three options (these are also listed on the back of the notice of violation)
- Police Officer already issued a uniform traffic citation for the same violation (the citation issued by a Police Officer takes precedence over the Automated Enforcement Violation Notice).
- Either the Vehicle or the State registration license plates were stolen and not recovered at the time the violation took place. A copy of the police report for the vehicle/plates must be included with the hearing request form.
- The vehicle in question was an authorized emergency vehicle conducting official business.
Please Note: These speed violations are treated as civil and not criminal offenses. No license points are assessed and vehicle insurance providers are not notified.
The Mobile Speed Enforcement Program the City has selected comes at no out of-pocket cost to the community. The selected vendor provides the mobile speed vehicle and all processing software. Maintenance and processing fees are deducted from the collected fine revenue, making the program completely violator funded.
The RedSpeed Vehicle, under the direct operation of the Ottumwa Police Department, is exempt from municipal parking restrictions throughout the City of Ottumwa. It is in the City’s best interest to allow an exemption to enhance speeding enforcement in the community. The exemption was granted by the City Administrator in accordance with Ottumwa Municipal Code Section 23-234 Parking Regulation Exemptions.
